NSCDC Oyo creates units for disability inclusion

The Centre for Citizens with Disabilities (CCD) has applauded the Nigeria Security and Civil Defence Corps (NSCDC), Oyo State Command, for establishing disability desks across its commands.

The organisation disclosed this in a statement on Saturday, describing the development as a significant outcome of its sustained advocacy and engagement with the NSCDC Oyo State Command.

CCD said the initiative would promote disability-inclusive security services, improve access to protection and strengthen the civic rights of persons with disabilities.

It said its advocacy began with a visit to the command on March 17, 2026, followed by letters dated April 28 and Oct. 16, urging the establishment of dedicated structures to address the security concerns of persons with disabilities.

According to CCD, Deputy Commandant of Corps Olasedidu Ademola confirmed that the State Commandant, Augustine Padonu, approved the establishment of the units on Oct. 27.

The organisation said the desks would provide accessible channels for persons with disabilities to report rights violations, seek assistance and raise security concerns with relevant authorities.

It noted that persons with disabilities often encounter physical, communication, attitudinal and institutional barriers when accessing security services, discouraging some from reporting incidents or seeking protection.

“Beyond facilitating complaints and communication, the Disability Desk Units have the potential to improve the responsiveness of security personnel to the specific needs and circumstances of persons with disabilities,” it said.

CCD said the initiative would also strengthen the protection of persons with disabilities during peaceful protests, public demonstrations, community meetings and other legitimate civic activities.

However, it stressed that the units’ effectiveness would depend on adequate staffing, accessibility, continuous training and prompt responses to complaints.

The organisation urged the NSCDC to train designated officers on disability rights, establish accessible reporting channels, strengthen coordination and collaborate regularly with organisations of persons with disabilities.

It also called for public awareness of the units, publication of their contact details, and monitoring mechanisms to track complaints and assess their performance.

“CCD believes that sustainable disability-inclusive security sector reforms require continuous collaboration between security institutions, government agencies, OPDs, civil society organisations and other relevant stakeholders,” it said.

It urged other security agencies across the country to establish similar structures and commended the NSCDC Oyo State Command for responding positively to its advocacy.
