Breaking the chains: How Marwa is transforming Nigeria’s war on drugs

In a nation long beleaguered by the scourge of drug trafficking and abuse, a new dawn is breaking. Under the resolute leadership of Brigadier General Mohamed Buba Marwa (Retd), the National Drug Law Enforcement Agency (NDLEA) is rewriting Nigeria’s narrative in the global fight against narcotics.

A paradigm shift in drug law enforcement

Since assuming the helm of the NDLEA, Marwa has implemented a multifaceted strategy that combines aggressive interdiction with preventive education and rehabilitation. In 2024 alone, the agency seized over 2.6 million kilograms of illicit substances, arrested more than 18,500 offenders—including 10 high-profile drug barons—and secured over 3,250 convictions. Additionally, 220 hectares of cannabis farms were destroyed, and over 8,200 individuals underwent counseling and rehabilitation.

These achievements are not merely statistics; they represent a significant disruption of the drug supply chain and a restoration of hope for countless Nigerian families affected by drug-related crimes.

Unmasking the kingpins

Marwa’s tenure has been marked by a relentless pursuit of major drug traffickers. Notably, the NDLEA apprehended Suleiman Ganiu Aremu, alias “Barryshine,” implicated in multiple cocaine shipments to Saudi Arabia and Qatar. Another significant arrest was that of Ogbonnaya Kevin Jeff, a notorious drug lord who had evaded capture for 17 years while orchestrating international trafficking operations.

These high-profile arrests underscore the agency’s enhanced intelligence capabilities and its commitment to dismantling sophisticated drug networks.

Global collaboration: A united front

Recognizing the transnational nature of drug trafficking, the NDLEA has forged strategic partnerships with international agencies. A landmark Memorandum of Understanding with Interpol grants the NDLEA access to criminal data from 195 countries, facilitating real-time intelligence sharing.

Further collaborations with the U.S. Drug Enforcement Administration (DEA), the UK’s National Crime Agency (NCA), and law enforcement bodies in France, Germany, and South Africa have bolstered the agency’s operational effectiveness.

These alliances have not only enhanced interdiction efforts but have also led to the establishment of joint task forces and specialized training programs, ensuring that NDLEA operatives are equipped with cutting-edge skills and technologies.

Empowering the frontline: Training and motivation

Understanding that a well-trained and motivated workforce is crucial, Marwa has prioritized capacity building within the NDLEA. Operatives undergo rigorous training in modern interdiction techniques, intelligence analysis, and the handling of emerging synthetic drugs. Collaborations with international partners have facilitated workshops and exchange programs, exposing NDLEA personnel to global best practices.

Moreover, the agency has extended its training initiatives to journalists, fostering a more informed media landscape capable of accurately reporting on drug-related issues and shaping public discourse.

A holistic approach: Prevention and rehabilitation

Marwa’s strategy transcends enforcement; it encompasses prevention and rehabilitation. The NDLEA has launched over 3,000 sensitization programs across schools, markets, and religious centers, educating the public on the dangers of drug abuse.

Simultaneously, the agency has expanded its rehabilitation services, offering counseling and support to individuals battling addiction. This balanced approach addresses both the supply and demand sides of the drug problem, fostering a healthier society.

The road ahead

While significant progress has been made, Marwa acknowledges that the fight against drug trafficking is ongoing. He continues to advocate for increased resources, advanced surveillance technologies, and sustained international cooperation to adapt to the evolving tactics of drug cartels.

Under his leadership, the NDLEA is not only breaking the jinx of ineffective drug enforcement but is also setting a precedent for holistic, collaborative, and proactive strategies in combating narcotics.

Through strategic enforcement, global partnerships, and community engagement, he is dismantling long-standing drug networks and restoring hope to a nation.
