The Nigerian Correctional Service (NCoS) has inaugurated a second Public-Private Partnership (PPP) Project Delivery Committee to oversee key infrastructure and rehabilitation projects nationwide.
Service Public Relations Officer CSC Jane Osuji announced this in a statement on Thursday in Abuja.
Osuji said the inauguration marked a significant step in the Service’s reform agenda, highlighting its commitment to leveraging private sector expertise and investment to improve correctional infrastructure, staff welfare, and inmate rehabilitation.
The new Committee will supervise the delivery of strategic PPP projects, including Correctional Farm Centres in Adim, Cross River State, and Itu, Akwa Ibom State.
It will also oversee the development of modern residential estates for correctional personnel in Goron Dutse and Kurmawa, Kano State.
The Controller-General of Corrections (CGC), Sylvester Ndidi Nwakuche, described this development as a major milestone in ensuring transparent, structured, and accountable implementation of partnerships.
He stated that these projects aim to bring tangible benefits to inmates, staff, and communities, and are approved under the Infrastructure Concession Regulatory Commission (ICRC) framework, supporting the Service’s core mandates under the Nigerian Correctional Service Act, 2019.
“The housing project, in partnership with Tamidan Nigeria Ltd, will greatly improve the welfare of officers through modern residential estates,” Nwakuche said.
He added that the Correctional Farm Centres, in collaboration with Vians 100% Nigeria Ltd, aim to enhance inmate rehabilitation via agricultural training, boost food production, and support post-release empowerment.
Both initiatives align with ongoing reforms and demonstrate the administration’s focus on rehabilitation, productivity, and human capital development.
Deputy Controller-General Amos Kupan, in charge of Works and Logistics, expressed gratitude for the confidence placed in the Committee, assuring members would execute their duties with diligence and transparency.
Representatives of project partners reaffirmed their commitment; Oji-Okoro Kenechi of Vians Nigeria Ltd pledged dedication to excellence, while Alhaji Dahiru Sabiu of Tamidan Nigeria Ltd promised quality project delivery.
Earlier, Assistant Controller EC Onuka highlighted the Service’s PPP achievements, noting that the Committee’s establishment strengthens project oversight and safeguards government interests.
He added that this is the second PPP Project Delivery Committee; the first successfully coordinated projects like a Shoe and Garment Factory in Aba and a Ternary Factory in Kano, which support inmate training and rehabilitation.
The ceremony ended with a vote of thanks from Nicholas Obiako, who praised the Controller-General’s leadership and thanked partners for their support in advancing correctional reforms.
