A high-level forum on the Administration of Criminal Justice Law (ACJL) compliance in Kano State took place on July 30, 2024, at Tahir Guest Palace Hotel, Kano.
The event, organized by CLEEN Foundation, gathered key stakeholders in the criminal justice system to assess and review the current state of criminal justice administration in the state, with a focus on strengthening inter-agency coordination, promoting accountability, and identifying challenges.
In his keynote address, Assistant Inspector General of Police (AIG) Mohammed Usaini Gumel, head of the Department of Training and Development at the Nigeria Police Force Headquarters, Abuja, underscored the significance of the forum. He emphasized the critical role that various criminal justice institutions, particularly law enforcement agencies, play in the effective administration of justice.
AIG Gumel outlined the primary objective of the ACJL as ensuring the efficient management of criminal justice institutions, the speedy dispensation of justice, and the protection of society and the rights of suspects, defendants, and victims alike. Despite significant strides in implementing the ACJL in Kano State, he noted that questions remain about the practical application of the law and the willingness of responsible institutions to enforce its provisions fully.
Challenges identified during the forum included resource constraints, corruption, court congestion, and a lack of public awareness about the ACJL. AIG Gumel highlighted the need for continuous capacity building, increased resource allocation, and stronger anti-corruption measures to enhance compliance with the law.
Reflecting on his tenure as Commissioner of Police in Kano State, AIG Gumel acknowledged past shortcomings in law enforcement’s understanding and application of the ACJL. However, he expressed optimism about recent efforts to improve officer training and capacity building to ensure better compliance.
The forum concluded with a call to action for all stakeholders to work collaboratively towards full compliance with the ACJL. AIG Gumel stressed that a fair, efficient, and respected criminal justice system is essential for justice in Kano State and across Nigeria.
The event highlighted the ongoing journey towards criminal justice reform in Kano State, with stakeholders reaffirming their commitment to building a more just and equitable society for all.
