REVEALED: Buhari approved CP Abdulkarim Dauda’s extension of service

Contrary to the Police Service Commission’s, PSC, recent order that Commissioner of Police, CP Abdulkarim Dauda breached due process for seeking extension of tenure of service, emerging document obtained by ASHENEWS indicate that President Muhammadu Buhari indeed expressly approved the extension on September 22, 2019.

The Commission after its 13th plenary meeting held on Monday and Tuesday, December 20th 21, 2021 had faulted CP Dauda’s tenure extension and directed CP Abdulkarim Dauda to tender his letter of retirement with immediate effect for breach of due process/illegal extension of tenure.

The Commissioner in charge Media and Publicity in the Board of the PSC, Austin Briamoh had disclosed at a media briefing that there was no record to prove that president Buhari approved the extension.

“We have no record that his tenure was extended by Mr. President. So quietly, we have asked for him to go. He is to retire and return the salaries he collected from January 2020 till date. We even tempered justice with mercy because when he was to retire, he was given extension.

“It was a violation of the Police act and statutes. On top of that he is appealing that he should be promoted upwards when he is on illegal extension,” Briamoh had told newsmen after the plenary.

However, ASHENEWS reports that the presidential approval actually followed former Inspector General of Police,  Mohammed Adamu’s recommendation to Buhari on September 18, 2019.

Former IGP Adamu, in a letter to President Buhari captioned: “Re: Notification of Retirement in Respect of CP Abdulkarim Dauda (CPSO-PRESIDENT): Recommendation for Extension of Service in the Nigeria Police Force”, initiated CP Dauda’s extension of service.

“In his current capacity as the Chief Personal Security Officer to the President, CP Abdulkarim Dauda occupies a sensitive and strategic national security position…in consideration of the above and in cognisance of the exceptional professional experience and competencies of CP Abdulkarim Dauda, I write to recommend that Your Excellency draws on his Presidential powers as well as his discretion as the Chairman of the Nigeria Police Council and approve an extension of service for CP Abdulkarim Dauda to 13th May, 2023 when he will be attaining 60 years of age. I am to add, Your Excellency, that the recommendation is being made in national security interest,”Adamu’s letter reads.

The then IGP Adamu communicated to the Chairman, Police Service Commission, President Buhari’s approval for Dauda’s extension of service in a letter dated 21st February 2020 and signed by the present IGP Usman Baba, who was then the Force Secretary.

“I am directed to write and confirm that the President, Muhammadu Buhari, President of the Federal Republic of Nigeria approved an extension of service for CP Abdulkarim Dauda from 1st January, 2020 (when he was due to retire), to 13th May, 2023.

“The approval for the service extension of the officer was sequel to recommendation of the Inspector General of Police and in exercise of the powers of the President under section 171(1)(2) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and in cognisance of Sections 11(1)(a)(c)(i) of the Interpretation Act, CAP. 123 Laws of the Federation, 1990. It was also granted within the context of the statutory powers of Mr. President in his capacity as the Chairman of the Nigeria Police Council as stipulated in Section 28(a) of the 3rd Schedule, Part 2(L) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).”

Meanwhile, in July 8, 2021, the PSC promoted 24 commissioners of Police to the rank of Assistant Inspectors General of Police, including CP Abdulkarim Dauda.

“The 24 Commissioners of Police promoted to Assistant Inspectors General of Police were; Usman Nagogo, currently CP Federal Intelligence Bureau, Force Headquarters Abuja; Bala Ciroma, Cp, FCT Command; Ahmad Abdurrahman, NIPPS, Jos; Adeleke Adeyinka Bode, CP, Kebbi State Command; Muri Umar Musa, CP Kaduna State Command; Lawal Jimeta Tanko,( former  COMPOL POPOL) and presently Commandant Police Academy Wudil Kano; DAUDA ABDULKARIM, COMMANDANT POLICE TRANING COLLEGE KADUNA; Usman Alhassan Belele, CP Research and Development, Force Headquarters Abuja; Adebola Emmanuel Longe, CP. Nasarawa State; Musa Adze, CP Anti Fraud, FCIID, Abuja; Philip Sule, former CP Ebonyi and currently CP SPU Force Headquarters, Abuja; Usman Sule Gomna, CP Jigawa  State Command; Adamu Usman, CP Niger State Command; Daniel Sokari Pedro, Deputy Commandant, Police Academy Wudil, Kano; Ahmed Mohammed Azare, CP Taraba Command; Adamu Saleh Jajeri; Maigana Alhaji Sani, CP FCIID Annex Kaduna; Audu Adamu Madaki, former CP Welfare, presently CP, Benue State; Ibrahim Sani Kaoje; NIPPS; John Ogbonnaya Amadi CP Airport Command; Ede Ayuba Ekpeji, CP Kogi State Command; Mohammed Bagega, Kwara State Command; Bello Makwashi, CP Borno State Command, Buba Sanusi, CP Katsina State Command,” a statement by the spokesperson of the Commissioner, Ikechwukwu Ani dated July 8, 2021 had said.

More so, CP Dauda had already written a letter dated August 9, 2021 to the IGP notifying that he would disengage from the extension of service granted him by President Buhari.
