The Chief of Army Staff (COAS), Maj.-Gen. Taoreed Lagbaja, has disclosed that, rather than checkmate terrorism, and banditry, the amnesty programme for bandits and terrorists in Zamfara and other states, instead helped the terrorists to regroup and reorganise.
