The Federal Government has inaugurated a Joint Implementation Committee to oversee the training and certification of one million Nigerians in digital literacy and emerging technology skills.
The committee was inaugurated in Abuja on Tuesday by the Secretary to the Government of the Federation, George Akume.
Represented by the Permanent Secretary, General Services Office, Office of the Secretary to the Government of the Federation, Ibrahim Kana, Akume said the committee would also be responsible for planning and organising a National Digital Literacy Conference as part of broader efforts to deepen human capital development and support Nigeria’s digital transformation agenda.
He described the inauguration as a major step towards achieving the Federal Government’s target of 95 per cent digital literacy by 2030 and strengthening national workforce readiness.
“This inauguration represents a significant milestone in the Federal Government’s deliberate and strategic commitment to deepening national digital literacy, strengthening human capital development, and promoting inclusive digital transformation in line with national development priorities.
“This initiative aligns strongly with the Federal Government of Nigeria’s Digital Transformation Agenda, the National Digital Economy Policy and Strategy, the Renewed Hope Agenda of His Excellency, President Bola Tinubu, and Nigeria’s commitment to achieving not less than 95% digital literacy by the year 2030,” he said.
Akume clarified that although the programme aligns with federal policy direction and receives coordination support from government institutions, it is fully funded and implemented by Clergywealth Cooperative Society Limited.
According to him, the initiative supports key decisions reached at the 13th National Council on Communications, Innovation and Digital Economy meeting held in December 2025, including the adoption of the Future Proof Economy model as the national framework for digital literacy delivery.
He said the committee is expected to provide leadership, oversight and stakeholder coordination for the rollout of the training programme nationwide, with priority given to youths, women, underserved communities and persons with disabilities.
Akume said, “Distinguished members, the Terms of Reference of the Joint Implementation Committee shall include, but not be limited to, the following: Planning, coordinating, and organising the National Digital Literacy Conference, including programme design, stakeholder engagement, logistics, and delivery of agreed outcomes;
“Providing strategic oversight for the rollout of digital literacy and emerging skills training under the FPE Model; Ensuring alignment with national policies, NCCIDE resolutions, and relevant Presidential directives.
“Coordinating engagement with relevant MDAs, States, the FCT, private sector partners, academia, development partners, and civil society organisations.
“Establishing monitoring, evaluation, and reporting mechanisms to track progress, quality assurance, and impact of the training and certification programme. Documenting lessons learnt, best practices, and outcomes to support sustainability and potential scale-up beyond the initial one million beneficiaries.”
