The Federal Government on Monday unveiled the harmonized Integrated Personnel and Payroll Information System (IPPIS) Human Resource (HR) Modules to enhance institutional capacity, improve performance, and promote accountability.
Mrs. Didi Walson-Jack, Head of the Civil Service of the Federation, announced this during the unveiling of the platform’s first phase in Abuja. She stated that the full suite supports the entire workforce lifecycle.
Walson-Jack described the platform’s launch as a significant milestone in building a modern, efficient, and technology-driven federal civil service.
“This initiative aligns with President Bola Tinubu’s Renewed Hope Agenda, which emphasizes institutional strengthening, public sector efficiency, digital transformation, and better service delivery.
“The Office of the Head of the Civil Service of the Federation (OHCSF) has continued reforms to bolster institutional capacity, performance, and accountability.
“The IPPIS HR modules are a vital part of this reform agenda, addressing fragmentation, inconsistencies, and operational challenges across Ministries, Departments, and Agencies (MDAs),” she explained.
She added that the modules were developed by Soft Alliance, a private sector partner, in collaboration with OHCSF and the Office of the Accountant General of the Federation.
The modules cover biometric enrollment and onboarding, establishment management, core HR processes, payroll administration, employee mobility, self-service, reporting, and data analytics.
Walson-Jack highlighted that the employee mobility feature has eliminated employees’ lobbying for desirable postings.
“Integrating these functions into a single platform, which currently serves 508 MDAs, will reduce duplication, improve personnel records, and minimize errors and delays.
“Automated approvals, standardized workflows, and reliable audit trails will strengthen internal controls, enhance oversight, and enable effective transaction tracking.
“Accurate data is crucial for sound decision-making. The government cannot effectively plan workforce deployment, manage succession, or allocate resources without timely, reliable information.
“The platform will provide real-time data for evidence-based workforce planning and policy implementation,” she said.
In his remarks, Prof. Tunji Olaopa, Chairman of the Federal Civil Service Commission, stated that the IPPIS has undoubtedly modernized personnel records and payroll systems in the federal civil service.
He called it “one of the most successful reforms” since 2003, noting its effectiveness in eliminating ghost workers through biometric verification and consolidating workforce data into a centralized database.
Similarly, Dr. Shamseldeen Ogunjimi, the Accountant General of the Federation, said the IPPIS implementation started in 2007 with seven pilot MDAs.
“Today, 508 MDAs are onboard, with records for 1,108,800 employees.
“This milestone advances our journey toward a modern, transparent, and citizen-centered public service.
“The HR modules represent a natural progression from payroll to comprehensive digital human capital development,” he stated.
Earlier, Dr. Bisi Aina, Managing Director of Soft Alliance, described the full suite as an end-to-end digital platform that enhances governance, accountability, and workforce management across MDAs.

He explained that the modules offer greater visibility into workforce demographics, staff distribution, and personnel movement, strengthening policy formulation, manpower planning, and strategic decision-making.
“For administrators, the solution automates routine HR processes, standardizes workflows, reduces paperwork, minimizes delays, and ensures consistency.
“For civil servants, the self-service features enhance convenience, transparency, and access, allowing secure access to employment data, electronic requests, and HR services,” he added.
Mr. Abiodun Olushola, Product Manager at Soft Alliance, mentioned that all data from the previous system have been migrated to the new harmonized platform.
He also stated that the second phase will include modules for recruitment, learning management, and continuous improvement processes.
