The Ministry of Youth Development on Tuesday officially transitioned to paperless operations with the launch of the Enterprise Content Management System (ECMS).
The initiative is a key milestone in the Federal Government’s drive toward a fully paperless and digitally efficient civil service. It aligns with the directive of the Head of the Civil Service of the Federation (HOCSF) for all Ministries, Departments, and Agencies (MDAs) to adopt paperless operations by December 31.
At the launch in Abuja, the Minister of Youth Development, Mr. Ayodele Olawande, said the ECMS, deployed in partnership with Galaxy Backbone Limited, is designed to enhance efficiency, transparency, record management, and service delivery across the Ministry.
Represented by the Permanent Secretary, Dr. Maryam Keshinro, Olawande described the ECMS as a transformational tool that goes beyond technology.
“This launch is not just about deploying software; it represents a fundamental shift in our work culture. Moving from manual processes to seamless digital workflows will accelerate decision-making and strengthen accountability in delivering youth-focused programmes,” he said.
He urged staff to embrace ECMS as a tool to reduce clerical workloads and unlock greater creativity in programme design, monitoring, and youth engagement.
Also speaking, Mrs. Didi Walson-Jack, Head of the Civil Service of the Federation, described the launch as a major milestone in the federal government’s public service reform agenda.
“A paperless civil service is central to building a modern, responsive, and results-driven public sector, and the Ministry of Youth Development has demonstrated commendable leadership in this regard,” she said, noting that the system would improve efficiency, reduce operational costs, and promote environmentally sustainable practices.
The ECMS initiative supports Pillar Five of the Federal Civil Service Strategy and Implementation Plan (2021–2025) and aligns with the President’s Renewed Hope Agenda.
Prof. Ibrahim Adeyanju, Managing Director of Galaxy Backbone Ltd., said the ministry’s onboarding onto the One Government Cloud (One Gov) Platform marks a significant milestone in Nigeria’s digital transformation journey. Represented by Mr. Olusegun Olulade, Executive Director of Customer Centricity and Marketing, Adeyanju emphasized that digital systems are foundational to effectiveness, productivity, and public trust.
He commended the ministry’s leadership for embracing innovation and reaffirmed Galaxy Backbone’s commitment to providing sustained technical support to build a more responsive, inclusive, and future-ready public service.
