Katsina State Governor Dikko Radda, on Monday, presented the 2025 Appropriation Bill of ₦682 billion to the state House of Assembly, a 40 per cent increase from the 2024 budget.
The proposed budget breaks down into ₦157.97bn (23.15 per cent) for recurrent expenditure and ₦524.27bn (76.85 per cent) for capital expenditure.
In the breakdown, education and agriculture emerge as top priorities, each receiving 14 per cent of the budget, with allocations of ₦95.99bn and ₦81.84bn, respectively.
Other key allocations include:
Works, Housing, and Transport: ₦68.48bn (10%)
Rural and Social Development: ₦58.73bn (9%)
Water Resources: ₦53.83bn (8%)
Environment: ₦49.84bn (7%)
Health: ₦43.88bn (6%)
Internal Security and Home Affairs: ₦18.94bn (3%)
Radda highlighted the achievements of the 2024 budget, citing improvements in basic services, revenue generation, and project execution.
“We have achieved many of our goals, and my administration is on course to meet and exceed its targets,” he declared.
Meanwhile, the governor acknowledged progress in security, stating that bandits have been pushed to the fringes, restoring calm to many areas.
Despite global and national economic challenges—including naira devaluation, inflation, and subsidy removal—Radda praised his administration’s ability to stay efficient.
“When I presented the 2024 budget, the naira was at ₦816 to the dollar. Today, it’s ₦1,725—a 100 per cent depreciation. Yet, we have navigated these uncertainties while prioritising our people’s welfare,” he explained.
He attributed rising costs to global crises like the Russia-Ukraine war, which impacted wheat imports, and increased shipping costs due to the Yemen crisis.
Nevertheless, Radda assured all that his administration is steadfast in alleviating hardships while delivering on its developmental agenda.
He expressed gratitude to development partners, civil servants, and security personnel for their support.
He urged the Assembly to expedite the budget’s passage, emphasising its potential to consolidate gains and drive economic growth in Katsina State.
The Speaker, Nasir Daura, commended the governor for the “Budget of Consolidation,” affirming the Assembly’s commitment to rigorous analysis and oversight to ensure effective project implementation.
“The provisions included in the budget demonstrate a strong intention to combat crime and improve living standards,” Daura stated, emphasising the harmonious relationship between the executive, legislative, and judicial arms under Radda’s leadership.
According to him, this 2025 budget reflects a forward-looking vision for Katsina, balancing immediate priorities with long-term goals for the state’s prosperity.
